The headline doesn't really fit the article, in this case the article is more interesting than the headline suggests.

My gut instinct is that Stack overflow was the right thing at the right time, and it's no longer the right time, but this article does raise an interesting counterfactual exploring "what if?" Stackoverflow hid downvotes or treated them differently earlier.
