It basically encodes a small webp image in a url that points back to the site, but the data sits after # and it never reaches the server, then the javascript decodes it on your browser.

It's effectively anonymous and lives in the qr code.

Your browser encodes and decodes it, the webpage is just the interface and code provider.

You can download the page and host it wherever, the images will link back to the url where it was loaded
