As someone downvoted me elsewhere, indeed, having to open the EU's own (insecure) app on a smartphone for accessing, yes, Wikipedia and such, would in practice kill Wikipedia and such. And the brilliance is also that the Act would in practice outlaw Linux and other open source operating systems along the way. And of course the EU app also work only on Android and iPhone, so they're basically intentionally causing further lock-in and preventing European alternatives. (I won't go into privacy as that is another story.)
