This article enumerates the challenges of rural development quite well, albeit conventionally. It also commits the conventional son of not explaining why rural areas need development, or indeed why we should even try. The bast majority of US citizens are not rural. It's substantially easier to provide service and aid to concentrated populations. A simple utilitarian argument says we should develop urban areas first, suburban second, rural perhaps last. Gets us the most bang for the buck.
