When you make evictions hard or impossible, the owners of housing will respond accordingly. That is, they will make rent higher, spend more time filtering applicants, etc etc. The solution is to build more housing, but the NIMBYs hate that.

So sad to see such a dumb policy get enacted that will undoubtedly harm young people who want get an apartment.
