Paying the WISeR contractors a percentage of denied claims is clearly going to lead to a lot of human suffering and earlier deaths. The AQS (Aggregate Quality Score) penalties are pretty much meaningless as they are just slightly reduce the poorly performing contractors' profits.
Definitely an extremely perverse incentive.
