Seems it is mostly because there was less trust in the USA, and added a little bit from Canada to make it less obvious.

The idea of repatriating it comes up from time to time, but the truth is that it's s logistical and diplomatic trouble with little positive outcomes.
I'd vote for it if I was Italian.
