    The NYC government can't change the national economy. But it can make contributions to the general welfare (taxes) equitable, and use that and other means to make services such as transportation, education, health, housing, and food accessible and affordable in a way that gives everyone opportunity to thrive. NYC, of all places in the US today, could be the land of the American Dream - it has so many resources; they just need to be made available.
