The time for compromise was before you rolled these things out everywhere, without any thought for the really obvious abuses. You moved fast, broke things, and now nobody is in a mood to compromise with you.
Privacy, like security, can't be layered on top of a design. It has to be built in from the beginning, and woven throughout the system. There is no route from here that doesn't involve eliminating everything you've deployed and starting over.
In particular: no amount of training is going to keep cops from using it to trace their exes. They knew perfectly well that it was illegal. They believed that they wouldn't be caught. And they haven't: the few cases we know about were caught by accident.
Until you've solved that, and convince people that you've solved that, you've got nothing.
