His argument is that the brain "channels" consciousness, which "exists out there", rather than "generates" consciousness.
The latter is the the mainstream view in neuroscience and analytic philosophy of mind.
The former isn't a new idea, but it is a minority one. Panpsychists like Philip Goff argues for it, William James floated something like it in the 1890s, etc.

  Or consciousness is related to existential reality itself rather than an effect. The brain merely animates or capacitates the existential nature of consciousness.
  The mainstream view is that index cards or switchboard connections can get so many and complicated consciousness “emerges.”
