TLBIC (Time-Limited Local Basic Income Credit) is a proposed basic income framework built on three core mechanisms: it expires after a few months to prevent hoarding, requires no application process (delivering support automatically before a crisis hits), and is restricted to the local economy for non-speculative use. Its structural aim is to alleviate despair—specifically addressing the systemic factors contributing to the nearly 20,000 lives lost to suicide in Japan each year.

Due to the constraints of free-tier AI tools—where long, multi-part texts often led to context limits or superficial feedback—I have restructured the proposal into three self-contained parts to facilitate clearer discussion:

(1) Main Document

(2) Appendix: “Examining Bottom-Up Governance”

(3) Supplement: “Why I Wrote the TLBIC Policy Proposal”

Update: I have moved “Appendix 5: An Attempt to Share Emotions in Tune with Thought” from French Appendix v11.0 to “Prompt 6: A Question for Those Who Encounter This Proposal in Another Language” in Supplement v11.0. I have also updated the Japanese version of Appendix v11.0 to v10.2 and Supplement v11.0 .
