...The officers didn't turn the network into a tool for stalking. It was a tool for stalking from the get go. Camera networks have no other use than operating as stalking tools.

  If my car was stolen, tracking where it went is a valid use of the system to get me my car back. Not worth the loss in civil liberties because logging access and firing people for stalking people is apparently too difficult, but that is a valid use of the system.
