The majority of countries don't take kindly to attempts to circumvent their legitimate national security concerns on communication networks. And as most of the "hidden web" on Tor networks are currently dominated by CSAM and criminal enterprises, you definitely need to be circumspect to not get accused of being associated with these illegal activities in any manner. Note that Europe is already considering requirement to share an ID (for "age verification") to use some parts of the internet, while many countries are already scrutinising (and have even banned) VPNs.
