Yes, I've found this. Along with localization - my app will be used equally by two main locales and it's clearly and emphatically noted as non optional to include both at the very first pass of all implementation. However, it gets ignored by all agents, not just Claude.

I'd suspect it's because in the vast majority of training data, these are both things that get added later, if at all.
