    They are basically restoring troop levels to what they were in the mid-1990s. Cold War levels were twice as high.

    Russia had gradually emptied most of the Leningrad Military District from troops, apart from a few key locations, such as Saint Petersburg and the Kola Peninsula. Which largely explains why Finland didn't consider Russia a threat before the invasion of Ukraine.
