I'm always advocating for encoding known events into schedules. For the traffic lights next to a school here you could load the entire year worth of school days and change the timings in the morning. There is a huge flood of bicycles and lots of parents dropping off their kid. But if there are no separate lights for going round the corner there is no real solution when all traffic comes from 3 directions and wants to go in the 4th. Perhaps flash the orange light?
