From on the ground in "Central Ohio"(^), I can tell you that the trickle down is not trickling. Of course it isn't meant to. The tech projects are being staffed entirely on H1-B and O1-A, and the people are either not being paid enough to spend or they're sending it all home. The only noticeable effect is that power bills have doubled, because PJM aren't doing their job.
