But this spam does illustrate a larger issue. Advertisers want to advertise everywhere, and they want to minimize their own costs, so they will attempt to advertise at others' expense, externalizing the overall costs, like this particular ad.
The state of current "popular ethics" has not caught up with the deviousness of advertisers, so there's a little grey area, where some folks can rationalize advertising where they're not explicitly prohibited from doing so, as here. Ethics need to change to where advertising in general is viewed as bad by default, only allowable after careful consideration, and grey areas default to "no ads".
