Nevermind. Found the mirror for the repo I was looking for. But I'm still getting the error from github. If no one else is seeing this message, maybe they're operating close to limits and I'm just the unlucky one today.
Maybe it's a useful data point for MSFT SREs.

  I would look into the public ip used for connecting to github. If you are on an heavily used v4 NATed address, then all that github sees is an address where a ron of requests come from.
