Too believable for an april fools :( Palantir really was the icing

I know this is a joke. But, with the way the world is headed, this seems "likely".

My question is, say a law was passed that effectively outlawed unauthenticated and unlogged DNS access.

Could that be implemented today with something like DoH and client certificates?
