"Prerogative State" - Arbitrary treatment
Authority figures seek to disenfranchise opponents and scapegoats to be subject to a new, parallel prerogative state while allies enjoy from previously routine to privileged treatment in the normative state. It's the ultimate manifestation of hypocrisy, corruption, and abolishment of rule of law while pretending to still have it.
