Downside: This will make it easy to create overstyled pages (e.g. vs. something like default bootstrap).

Upside: It should make flashy design cheap/disposable enough where people stop using it as a stand-in for quality.

I hope it occurs to Google that they can use this feature to update the design of their websites and services
