    I think it has to start with bullying being treated as unacceptable behavior instead of part of the curriculum. The fact is that it is the latter in the American school system and nothing is going to change until that changes.

    Short of that it would be a big help if victims had (a) the right to leave and (b) the right to defend themselves without punishment.

      There's just a lack of discipline in general. If my kindergartener comes home and says "I don't give a fuck" because he learned it at school, that's a problem. When the school makes the excuse "We're a public school and can't really control what is said", that's an even bigger problem.
