Given the NIH likely killed millions of people by funneling cash to EcoHealth which funded blatantly illegal GoF research in the Wuhan lab likely the source of COVID, this seems like an entirely reasonable measure.

It's extraordinarily risky. Even if you put aside this biblically bad criminality of COVID, their other grants routinely go to labs which have major safety issues.

The blood hasn't even stopped spilling and they want more cash to throw at these sloppy and irresponsible labs.
