Someone who is deeply racist would presumably consider racial slurs to be neutral statements, and not actually care about who they are offending. I wonder if that would actually steer the coprolalia away from racial slurs and toward something else that one has internalized as truly “offensive”.
He may also use the term even when he doesn't intend to harm people -- just as you might casually use otherwise-offensive words for excretion or copulation. But you don't use them in polite company because you know that they bother people.

One of the greatest entertainers of the country I'm living in once said: "Every minority deserves a joke, too." (my translation) Afterwards, when asked if he had limits: "People who cannot defend themselves. That would be to easy."
I'm skeptical about people being very "p.c.". That's often the same group bad mouthing when they assume only their (assumed) peers are listening.
But often, people don't seem to mind telling "easy" jokes... perhaps because they don't have the requisite wit to invent difficult ones.
Minorities have their own jokes. They don't need you to invent ones for them. If you're close enough to members of the minority, they'll tell you the jokes. If you're not in on the existing jokes, it implies that you're not in a position to be making up ones for them.

What we are seeing here is so-called progressive (your "pc") comedians braying to the crowd; it's ugly and hypocritical.
