    This story has some parallels to our current usage of chatbots. We've also seen already a display of limited agency (in the sense of proactive actions) through the recent emergence of Clawdbot and alike. What would happen if a model that had direct access to the billions of private chats could give proactive decisions to governments on how to handle single citizens like in the story?
