    This is a weird headline. There's absolutely no expectation that sanctions would (or should) prevent this.

    The kind of broad, crippling sanctions Russia is currently facing are not designed to prevent you from trading. They're designed to add friction, they add absolutely immense amounts of it.

    Commodity kit like this will always be the least impacted, you can have a Chinese company buy it and send it in a truck to anywhere you want. The added unit cost will be a few % at worst if you're importing at scale.

    Where you really start to feel the pain are things like commercial manufacturing equipment, it's not an easy trick to just go out and buy some precision equipment capable of machining artillery gun barrels.
