    I read a recent DLA rare-earth procurement RFI and found a clause that acts as a supply-chain “kill switch.” It may narrow the field of candidate recipients for contracting downstream - preferring regulatory survivability that is ideally one-party over technological or chemistry-centered edge.

    Does anyone have prior examples of DLA/DoD RFIs using this form of dependency as an exclusionary measure for the candidate field? I'm curious about it.
