Sadly, I think pretty much all "order systems" have been (re)revealed as vulnerable to being ignored by the strong. The options seem to be for the others to suck it up, organize, or hope the strong revert. I think history suggests that change is usually effected somewhat violently and through bottom- or middle-up organization. This'll require people to pay attention and make the effort and take the risk.
