    IMO it's a design-problem that the small-pop states also exert disproportionate power on the decision of how big all other states may be, meaning their can use their privilege to monopolize their privilege.

    I don't think any of the people involved thought the original join-up bribe for smaller states would or should still be around for ~250 years.
