The title has a grammatical error in it. It should be, "How does a president become a dictator?"

doesn't matter anyway because it's an entirely tired premise

No one ever became a dictator like this. Dictators assert power with a group of violent allies. Maduro's bodyguard team were Cubans.

Like this in 2019 when flag waving Venezuelan protesters were run over with armoured vehicles

This is just Trump derangement syndrome.

Maduro's arrest warrant was issued by Biden with a $50 million reward.

President Obama today issued a new Executive Order (E.O.) declaring a national emergency with respect to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the situation in Venezuela. The targeted sanctions in the E.O. implement the Venezuela Defense of Human Rights and Civil Society Act of 2014, which the President signed on December 18, 2014, and also go beyond the requirements of this legislation.

No, by having a group of representatives that allow it. Many dictators were democratic elected. This is true for Hitler and Putin. It will be true for Trump and his descendants.
