    The people can solve this. Cut the states burn rate at least 10% every year and also remove 10% of laws every year. Let the citizens choose which programs and laws to cut using a government web portal. In 10 years cap the taxes to a max rate of 3% and require $500 million in programs to be removed for every $200 million in new programs added. Require every new program to list on a government web portal exactly who is allocated how much money and show exactly how every dollar is spent with receipts. Use AI to figure out where money is being mismanaged and instantly pause the program and funding until the issues are resolved.
