      Remember that draught severely diminishes the soil's ability to absorb water.

      So if it starts to rain it can be that instead of the water being absorbed, it just moves to a lower point.

      I wonder if the aquifer capacity is depleted, does the now surplus rainfall cause surface flooding?

    The article identifies pumping too much ground water, but not the "corruption" aspect. Were politicians being paid off to allow too much pumping?
