So they intend to spend less than they do now? On nebulous goals with no accountability whatsoever?
Instead of slapping tariffs on everything we can't manufacture anyway, it makes more sense to penalize generalized outsourcing and labor importing when there's perfectly capable tech workers already here.
But I suspect I'm preaching to the choir on that point.
