What does Schneier know that we don't know? Getting rich off the type of information that NSA deals in would seem like a bad idea. I'm not even sure how to characterize that - knowing targets of influence ops and so on, knowing how tailored network access gets done, knowing which governments have priority in getting snooped on, I'm not sure how one would ethically translate that to a personal fortune.
